China has issued several policy measures to promote the employment of the disabled people, but differences have appeared between the carry-outs and the expecting results. To analyze the reasons, this thesis choose Shanghai as the object, organizing the employment policies for the disabled and analyzing the effectiveness of the policies for the revenue of the welfare enterprises and for the employment distributed in proportion.Firstly, both quantity and quality have declined by comparing the two survey data in Shanghai. And the key reasons for this change are as follows:1) economic reform dominates the unemployment of the disabled and makes it harder for them to pursue jobs; 2) the development of the social security for the disabled has encouraged them to quit voluntarily; 3) while the number of the disabled who are ready to work, there are no enough jobs to match up. Secondly, the author has organized all the policies issued from the liberation in Shanghai, drawing the conclusion that the employment policies has gone through the phase of the focus on the welfare enterprises to the combination of focus and distraction and now to the phase of the multi-channeled and multi-leveled.And at last, the author chooses the policies for the revenue of the welfare enterprises and for the employment distributed in proportion, respectively analyzing the effectiveness. Thus we can know that the revenue of the welfare enterprises policy causes the decline of the welfare enterprises and large amount of the disabled quit; while the distributed in proportion employment policy has promoted the employment of the disabled, mending the bad effect of the economic reform, while problems exists, such as low quality of the employments for the disabled, differences between the actual placement proportion and the target, replacement with margin for the disabled. In author's opinion, the lack of effectiveness for both policies attributes to the lack of publicity, imperfection of the policies themselves, failure of the policy attraction and the lack of regulation.
