The disabled are still in the difficulty of finding a job and this issue also arouses attention from all over the world.There are discriminations,inequality to seek a job,doing the same work while being underpaid,unstable working environment and less payment.If the society can't achieve the equality for the disabled to work,they still can't integrate into society.Besides what roles they play and their conditions can't be fully changed.Their talent and abilities can't be fully discovered and used,to the nation and the society is a tremendous waste of workforce.In practice,proportional employment arrangement of the disabled has become one of the most common method widely used by most countries and regions in the world to solve the low employment rate of the disabled.It is an effective way to improve the equality and also significant to the development of society and economy.This article introduces the research on proportional employment arrangement of the disabled and use this policy to help the disabled,provide more opportunity for them and create a more inclusive and diverse working environment in order to eliminate discriminations and prejudices and then thoroughly develop social labor force in order to make the most of human resource.However,the result from the research shows that in Shanghai this policy lacks effectiveness during the implementation.Because the improper working process between the government and the job market,and also complicated relationship between the government and the society.Apart from these problems,the complications appear among different type of policies,the conflicts between idealized policy and the reality and other factors make the policy hard to implement.These are the reason why some enterprises will be against the intention of the policy to choose so-called most beneficial decisions,which impedes the effectiveness and intentions of public policies in the administration of social events.Analyzing and assessing efficiency,limitation and conditionality of policy on proportional employment on the basis of population percentage,this article points out practical suggestion for refining relevant policies and regulations,by which the government plays a full role and utilizes the market and social resource to reduce inefficiency of policy in the principle of people-oriented,social-integrated,individualized and sustainable development.
