It will be explained its rationality from the theory of popular sovereignty and right to know of citizens. Then analyze the legality of its existence, which relies on Constitutional law and relevant legal rules.Fourth part:As per practical conditions to discuss the defects of village affairs, mainly in the aspects of ineffective supervision, imbalanced development and non-standard procedures, etc. Then, it can remind the relevant department to Make up for deficiencies to fully play the role of this system.Fifth part: Further complete the mentioned system and the deliberate the insufficiencies, and combine realization to advance own suggestions and procedures.
