With the continuous deepening of Reform and Opening-up, the status of the private economy has gradually improved. As an important component of the socialist market economy, the rise and fall of the private economy is also related to the prosperity and stability of the socialist market economy. To build a harmonious society, we should protect private economy and maintenance the fast economic growth rate. The new economic situation, the living environment of private enterprises has undergone tremendous changes, in addition to the continued development of private enterprises by the constraints of its own deficiencies, but also faced a series of external difficulties.In recent years, the government accelerated the pace of administrative reform. The service-oriented government model gradually taked the place of the traditional government model. The Government's focus has also changed from the administrative regulation to the services administration. As an important measure of government services, administrative supply is used to resolve the current difficulties which the Chinese private companies are facing. However, through the study of our country's administrative supply practices, we found that the existing administrative supply system still have a few of shortage. For example, the payment was too narrow, single-payment methods and lack of necessary monitoring mechanism. These are the problems which puzzled the administrative supply system for a long time. It is necessary to establish a sense of law for the administrative supply system. By the coercive power of legal acts to regulate the administrative supply and constraints, is to improve the payment system.This paper takes the private economy as the starting point, through analyzing the problems of the private enterprises and the functions of the administrative supply, to explore the way of improving the market economy system. The first chapter analyzes the shortcomings of private enterprise itself and the government's support for the absence of private economic problems, which leads the government to private enterprises for the benefit of the adequacy of administrative elements, and then through the constitutional basis for executive pay system, the times content analysis, from the theoretical level of the field in the market economy system of administrative benefit existence.The second chapter is about of the way of the administrative supply, seeking for a way of the implementation of administrative supply to the private economy. Chapter II also on the system of administrative benefit of the positive features and negative features of the in-depth study, through the efficiency of the system of administrative benefit analysis, to improve the payment system to the administration to lay the theoretical basis of compaction.In the third chapter, the writer through improving the administrative supply legislation and establishing mechanisms for supervision and management of administrative supply aspects. The final payment on the administrative approval procedures, administrative hearing procedures of the concept of payment system of administrative benefit is an important improvement ideas. Chapter III also regulate the subject of administrative benefit issues ,the administrative supervision of payment system mechanism was studied and discussed in order to benefit the future establishment of administrative law system.
