Studies On CVM-based Evaluation Of The E-government Performance

Along with the computer technology and the information network development, electronic has become the development tendency of global industry, so the construction of efficient e-government system has become the development direction of government reform. Our country with the target of service-oriented government, develop the construction of e-government system actively. Under the guidance of the Public Service Theory, the construction of the service-oriented government which has high efficiency, low cost, good service ability, has become an inevitable trend. The evaluation of e-government can not only promote the efficiency of e-government's service, but also guide the development direction of e-government, to provide the basis of building service-oriented government. Now, the research in the evaluation of e-government performance is still in the initial stage, there is immature status of theory and practice. Therefore, the research of the evaluation about e-government performance is very important.Under the guidance of the new public management theory and the new public service theory, this paper research the advanced domestic and international evaluation theory and practice of the e-government performance, combined with the specific application of e-government model, taking fully into account of the public participation, research the application of the Contingent Valuation Method in the evaluation e-government, and we try to do an exploring research of the method of e-government performance evaluation, we make an empirical analysis of the government procurement center of ShenYang.This paper contains six parts: First, explain the basic theory and methods of e-government performance evaluation; Second, analysis the current situation of the domestic and international e-government evaluation, and find the problems; the third, analysis the feasibility of e-government evaluation using in the method of CVM; the fourth, construct the model of the e-government evaluation based on CVM; the fifth, make an empirical analysis of the government procurement center of ShenYang; the sixth, propose some advise of the e-government evaluation of the ShenYang Procurement Center.
