Along with the development of IT and the continuously implementation of the government reform, the e-government has become the main operation method for modern government and its superiority are displayed. However, whether e-government has displayed its real functions in governmental management, whether it achieved its anticipated goals, what benefits can it bring to the costumers, how is its performance? All those questions are not answered and it depends on whether we have a suit of advanced performance evaluation system. The purpose of this article is to put forward with a suit of performance evaluation system based on BSC model, thus offering reference to the e-government performance evaluation of our country.This paper can be divided into six parts. The first part is the introduction, which briefly introduces the research background, significance, study situation both home and abroad, as well as the overall framework and methods of this article. The second part is the theoretical basis of the article, which lays the first stone of this paper. It does a major research on performance evaluation theory, e-government theory, new public service theory and related quantitative methods. The third part analyzes the situation and the existing problems of e-government performance evaluation in details. The fourth part is the core part of this article. Based on BSC model and its using in the practice of e-government, the article puts forward with the e- government performance evaluation model and index system based on this. Then the article implements evaluation on e-government by AHP and fuzzy comprehensive evaluation method. The fifth part proves the study values, guiding significance and maneuverability of the model by applying the model to the e-government of Jinan city. Additionally, the article proposes innovative advices to increase the performance levels of Jinan. The last part summarizes the results of this article and points out the problems that call for further solutions.
