| Because of the increasingly fierce competition in the international trade, the appeal of WTO to international trade liberalization, many country protect their trade turn the non-tariff barriers to tariff barriers, but because of the inherent superiority of technical standards has become the new darling of the technical barriers to trade, States to protect the environment or the conservation of resources for the denomination have developed a complex strict technical standards in order to protect domestic enterprises, to resist the entry of foreign products, international trade, new barriers to the free development especially after the financial crisis, many countries in the world, especially the developed countries, enhance the competitiveness of domestic enterprises, with the help of their economic and technical advantage through set high technical standards or control the international standard to restrict foreign goods into the domestic market in order to protect domestic industries, such as the United States, the European Union and Japan have established the multifarious and higher technical standard system. As a developing country, because the level of economy is low and the technical level is underdeveloped, they are difficult to play a decisive role in international technical standards, therefore they can only be passive follow developed countries formulate international technical standards or the advanced technical standards. This makes the product of developing countries can not reach the standard technology to enter the world market because of low technical level, while developed countries products can enter the developing countries hit again after its economic development which makes the domestic enterprise serious setback.There are serious technical standards behind the shadow of trade protectionism, but we should remain calm and rational attitude, dialectical view of this complex issue. Because technical standards is in general not just for China, it has become common in international trade standards, with universal effect. If it can not adapt to our business, and that the final result will be phased out by international, so we should be a positive view of technical standards, and adapt to best meet the social trends of international markets. Our technical standard system start more late than other countries, although in recent years the development of our country is faster, but technical standard system are still not perfect, and the overall technology standard level is low, plus the propaganda of technical standard is not enough, and many enterprises still have insufficient understanding of technical standard, resulting in import and export trade losses. In view of the above situation, our country should perfect our technical standard system on one hand, establish China's technical barriers risk prevention system, introduce international technical standard and advanced technical standard into our technical standard system, strengthens publicity of the technical standard, guide enterprises use international standards and advanced standard as far as possible, On the other hand, our industry association should be brought into full use in technical standards formulation and implementation process, industry association as bridge of business and government, it should timely make communication with enterprise and government, feedback the development trend of tracking information timely to enterprises, protect the interests of the enterprises in China. Third, as for the enterprise, when they are taking production activities, they also need promptly understand the condition of the technical standards of export target market, never make blindly production, try using international standards and advanced technical standards. When we meet international disputes about technical standard barriers, may use kinds of relief way, may adopt traditional relief way, still can start the WTO dispute settlement mechanism. |
