International Regime Theory that has rose since the 1980's, has been well developed very rapidly, has become a hot topic of the field of international relations theory .Theory of international mechanisms on the international social order, stability point of view, on the strengthening of the international status of third world countries to ease the North-South conflict, and the principle of equality on the implementation of the idea of international relations is of great significance, is an important theoretical tool to analyze and solve regional or international disputes and issues.After World War II, the Korean peninsula that has always been described as Asia's Balkans, is mostly related to Asia and the region unrest. After the Cold War, following with the collapse of Soviet Union, North Korea has become U.S.'s the next target. In In1993, the broke out of the first North Korean nuclear crisis, exacerbated the instability in Northeast Asia. There are many great powers exist in Northeast Asia everywhere, and the complexity of international relations, denuclearization, normalization of relations between relevant countries, territorial disputes have affected development of the situation in the region. Compare with European integration mechanisms, the east coast of Asia lacks relevant international mechanisms. Since the held of the first round of Six-Party Talks,the Northeast Asian countries have actively begun to try to the region institutionalize. With the held of Six-Party Talks, there are a series of achievements of significant that have achived, but at the same time, some constraints of Six-Party Talks institutionalition that have also revealed .This paper fristly introducesthe content of the theory, definition, characteristics, and related theoretical schools of the theory of international mechanisms, analyse the role of theory of international mechanisms; Furthermore, this paper briefly reviewe the origin of the Korean nuclear issue, and efforts of the countries to resolve the North Korean nuclear crisis; the process of Four-Party Talks among the DPRK,the ROK,US, Japan, America and Russia until, and analyze a brief description of the Six-Party Talks process and the Six-Party Talks on the Korean Peninsula and the latest situation; Third, this paper analyses the outcome and unfavorable factors of six rounds of Six-Party Talks; Finally, the paper analyzes the significance and the necessity and possibility of mechanism of Six-Party Talks,China as the rise power, a responsible big country, has role insecurity pattern in Northeast Asia and the Six-Party Talks mechanism.This paper, though the use of the basic theory of international mechanisms to analyse the international institutional factors in the security situation of Northeast Asia , and as direct entry point of the Six-Party Talks, try to provide a new perspective of international mechanisms ,and the normalization of relations of the Northeast Asian between relevant countries...
