The Behavior Of Township Government In Rural Environmental Governance

Due to the reason of history and reality,the rural environment problems fail to cause the attention of people. At the same time,the rural ecological environment is being destroyed at an amazing speed,mass disturbances result,from rural environmental pollution are on the rise. These are closely related with the township governments who conduct disorderly as the main goverance of controlling environment pollution . In the process of rural environmental management,the township governments do not take advantage of their own resources in environmental governance,but to serve their own interests, transforming from"Vicegerent Manager"to"Profit-making Manager".Studies have shown that rapid social transformation have caused the imbalance in social structure function vertically and horizontally.This is not only manifested vertically in imperfectness of environmental governance rules,but more in frictions and conflicts between the system which safeguards the policy implementation of environmental governance and other systems horizontally . In the absence of an effective integration mechanism,local governments made a short-term inrational choice between the environment and the interests. The formal rules of evironmental governance are imperfect,which directly caused the township governments deviate from the goal of environmental governance getting personal interests. As a rescult,the informal rules have become the ways and approaches for the township governments to get profits by managing power.In the empirical research process,I gather information with field survey method,interviews,documentation method and so on . According to the characteristics of the social transition,I analysed a series of the township governments′behaviours in rural environmental management and found that in the social transformation process led by government,appeared the disharmony between the internal factors and other elements,other elements could not keep up with the pace of economic development,that is the crux of disruptive behavior of township governments in rural environmental management process. As a rescult, in order to achieve the effective management of the rural environment,we must make various elements developed coordinatedly in the process of social transformation.
