Logic Analysis Of Township Government Behavior In Rural Revitalization

Since the reform and opening up,the revitalization of rural has been on the road.Township government is grassroots practitioner of the rural revitalization strategy,whether the township government's behavioral choice and the logic behind its behavior are scientific and reasonable or not,greatly affects the actual effect of rural revitalization.This thesis uses literature research and case study,through systems analysis to make a detailed interpretation of the township government's behavioral logic from the perspectives of macro-structure and micro-social foundation.The basic idea of the study is to use the existing relevant theories to go deep into the core of township power operation,to analyze the vertical history,and to explore the township government's behavioral logic,and pointed out the trend of township government's behavior in the context of rural revitalization,and hope to optimize the behavioral logic of the township government in rural revitalization.From a macro perspective,the behavioral logic of township government in rural revitalization is influenced by national policy requirements,the interests of grassroots people,and the pursuit of their own interests.The strong promotion of the top-level design of rural revitalization,the clear political characteristics of Chinese government governance put some requests for township government's behavior,that is,the township government is required to implement the party and state policy and continuously promote rural progress and development.And whether the behavior of township government can reflect the will of the people,respond to social needs and solve grassroots problems,is related to the recognition and support of the people,and then to the stability of the regime and the source of government legitimacy.At the same time,the choice of township government's behavior is also driven by the pursuit of its own interests.The size and power of the township government and the size of the autonomy of the grassroots directly influence and determine the behavioral logic of the township government.Through longitudinal combing,this thesis finds that the behavior of township government in rural revitalization and its existing problems are shaped by the behavioral logic of township government since the reform and opening up.Since the reform and opening up,the township government's behavior has shaped the behavior of township government,to help local economic development and promote grassroots governance transformation.However,the strategic behavior formed by the township government in the pressure system has also led to someproblems of rural governance.Then,the thesis presents the requirements of the rural revitalization strategy for the behavior of township governments.This requirement is reflected in the effective implementation of the party and state policies and the timely response to the demands of the people.Combining the key factors affecting the behavioral logic of township government,this thesis points out that to optimize the behavioral logic of township government in rural revitalization,we must first reshape the behavioral preference of township government,starting from optimizing the evaluation index system,perfecting the main body of assessment and evaluation,and improving the methods of assessment.Secondly,we should improve the incentives of township governments,constraint mechanism,improve the channels for people's information feedback,strengthen the ‘vote with the feet',strengthen the democratic supervision of the people.Finally,we must optimize the government governance structure to achieve the modernization of grassroots governance.We must rationally allocate financial power and use new technologies and new ideas to promote the governance,to help the township government to play a positive and promising role in rural revitalization.The research innovation of this thesis is to analyze the influencing factors of the behavioral logic of the township government in the rural revitalization,and adopt new institutionalist research theories and systematic analysis methods to analyze the behavioral logic and its effectiveness of the township government since the reform and opening up.It points out the specific measures for the optimization of the behavioral logic of the township government in the rural revitalization.
