Research On The Participation Of Social Organizations In Public Crisis Management In China

The 21 st century is an era of frequent public crisis events under the background of globalization. All kinds of major natural disasters, public health emergencies, non-traditional public safety accidents and mass violence become unpredictable, seriously harm the state security, social stability and people’s life and property safety. Along with the advancement of modernization, the rapid development of science and technology, public crisis has become the focus of the society from all walks of life. How to prevent and response to the public crisis, maintain the social public interests, and promote social harmony and stability has become one of the important issues of the research of our government.In the process of public crisis management, the insufficiency of single governance mode centered the traditional government becomes highlighted. Therefore,the government’s power is not enough at the outbreak of the crisis event in China’s social transition. The Multiple governance theory points out the direction for public crisis management. It exists the possibility and necessity to participate in public crisis management for Nongovernmental organizations with the support of government failure and market theory, and its own specialty, flexibility and high efficiency. But in the present China, social organizations involving in crisis management also faces many difficulties under the yoke of traditional thought. Therefore, to achieve the effective governance of public crisis needs to establish multiple cooperative partnership between the government and social organization, form a good interactive mechanism and perfect the deficiency of social organization, so as to maximize the advantages.The theory of social organizations participating in public crisis management is the breakthrough point of this research, this article attempts to put forward the basic definition of the the social organization and public crisis management, in addition, Stage division on social organization in public crisis management. According to the present situation of our country’s social organizations to participate in public crisis management,I put forward the problems existing in the crisis management,and analyzes the reasons of these problems. Then discuss the methods of the developed countries participating in public crisis management in the perspective of law, government, social organization and international,and according to China’s actual to expand and standardize the social organizations to participate in public crisis management advice.
