A Research On Local Government To Deal With Online Public Opinion Of Mass Incidents

With the rapid development of China's market economy and the progress of the society, various social contradictions has been further highlighted, and the intensified social contradictions also increased the risk of mass incidents. At the same time, the quick development of network and information technology, makes the number of Internet users crazily increasing. The network has become one of indispensable tool in people's life. On the network platform, netizens have full freedom of speech, the social impact of netizens' speech and behavior has become very important. When the Internet becomes the talking channel of all kinds of social problems and contradictions, it comes with the network public opinion. In February 27,2014,Chairman Xi Jin ping stressed the opinion in the first meeting of the leading group of central network security and informatization, which goes "to do a good job of online public opinion is a long-term task, it should be innovated to improve online publicity, using the network dissemination rule, guiding online public opinion, make the network space clear. A good management of network public opinion not only shows the capacity of management of government, but also shows the governing capacity of the country. As a concrete manifestation of network public opinion, network public opinion in mass incidents network spread fast with huge social influence, to reasonably guide and manage it have become an important topic of the current government. It is also an important measure to set up the government credibility and to maintain social stability.In this paper, the method of literature study and case analysis are used. It analyzed the current situation of domestic researches and discussed the reasons of appearance of network public opinion in mass incidents network and talked about the process of network public opinion. Combined with the typical example in Wenzhou and the government's disposing practice and major mistakes, proposing some suggestion about the mechanism construction of the network public opinion. The most important measures are to complete the construction of system of network public opinion management, and to build the system of supervision and government reaction.
