Improving the administrative performance is one of the basic pursuing objectives for Public Management. In recent years, with the vigorous rising of new Public Management movement and government reform movement, the traditional administrative mode are facing a great challenge and become the main objective of administrative reform in Western countries. In this process, as an important work to evaluate and improve government performance, performance evaluation is paid highly attention to by all the governments and scholars in the practice of public management.The research on Chinese government administrative performance evaluation starts late, but develops rapidly. Many local governments have done a lot of meaningful attempts on administrative performance and have got some significant achievements. At the same time, some problems are also exposed. Among them, the single and low quality of evaluation subject and the serious imperfect relevant system, to some extent, lead to the unfairness of evaluation.As the main target of political consultation, Non-Party personages has done a lot of work in political participation for a long time, and has been playing a "political commentary" role.In a sense, they have already a practical foundation for assessing the performance. However, Non-Party personages have not yet been established and recognized in some theories such as the define of the main body in the administrative performance evaluation, the construction of evaluation indicators and the arrangement of evaluation program. Through the analysis of the present non-party people "political commentary",this article verify the necessity and feasibility of non-party personages be the evaluation main body in theory. Based on this, we can establish the basic standard that this group to become the main body in the administrative performance evaluation, and build the administrative performance evaluation system of this main body.
