With the coming of the knowledge economy age, the enterprise achievement evaluation has become a universal concern both in academic area and practical area with its outstanding features such as judgement, prediction and management. Many famous specialists in our country have done a great deal with the enterprise performance evaluation and also have made great achievements in this area with many special articles. However, it is still far to enough for the study of the enterprise achievement evaluation as to a specific industry.Nowadays, Logistics has become & hot point of the new economy. As the coming forth of the new Logistics companies, it is very urgent to make sure that the companies can be developed healthily in their infancies, and grown up healthily. The achievement evaluation to a company can enhance its ability of management, help the top manager to know better about its managing status, and therefore increase company's overall incoming. At the same time, With the development of the Logistics theory and practice in Logistics, we need to find out an effective way to evaluate the achievement of a company and build up a evaluation system with which we can know well about the status of the company scientifically and objectively. More and more companies now have known the importance of the achievement evaluation and want to build up the evaluation system of their own. However, as a newly born industry, the Logistics management is still in its exploring stage, let alone its evaluation system. The traditional financial evaluation system lies too much on the net profit, while neglecting the other important factors that would affect TPL company much on the normal operation and the ability to win long-term profit, such as factors as customer, employee, operation risk, work process and control process. As a service company, Logistics enterprise has its own characteristics in its management and customer demand. Thus, I think it is realistic to build up a scientific and reasonable performance evaluation system for TPL enterprise according to its specific characteristics to evaluate the achievement of a Logistic company fairly and objectively.I design a set of achievement evaluation system for a TPL enterprise based on current research and the specific characteristics of Logistic industry, which includes five levels of index: finance, customer, work process,tech-innovation and employee. By combining the finance index system and non-finance index system, the achievement evaluation can reflect the management status of the Logistics enterprise. This paper develops a specific evaluation method while constructing the performance evaluation system. In order to make good use of the achievement evaluation system and improve the evaluation efficiency for a Logistics enterprise, an achievement evaluation software is developed for TPL company by Delphi-a popular programming language nowadays. Now you can not only perform the calculation the weight of the indexes of a Logistic enterprise easily, but also query the company related information such as the weight of the evaluation index, the sort result of the single index, level index, general index and etc very conveniently. The evaluation system will benefit the profit related units a lot in mastery of the status of company performance, which can perform the trifle evaluation work in a quick and effective way by means of powerful computer.
