A Research On Development Of Community Social Organizations From Community Management Perspective

Nowadays China is undergoing a transitional period in terms of economic and social development, gradually turning the single administrative management model to a diverse social management model, which has put forward new requirements to the establishment of the community constructing and managing system. Community social organizations, as a new grassroots type of organization, are becoming an important entity to join in community construction, an accelerator for community construction, an important platform for community residents to be involved in community activities and to improve the harmony of interpersonal or intergroup relationship, a bridge of communication between the government and common people, and an important part of the development of grassroots democracy.From the perspective of community management, the paper starts from combing the basic concepts of community social organizations, and then analyses the development status of the existing organizations, by taking Xianxia Subdistrict of Changning District as the example and applying such methods as document research and case investigation. It is found that the bottlenecks that keep the development of community social organizations under constraint include the problems of development environment, namely, a lack of policies and lawful positioning to support and great reliance on the government, weak self-management ability and a lack of long-term mechanism, insufficient insistence and resident participation. But their own problems are also included, namely, the shortage of development scale, inner capabilities, resources, etc. In view of these problems and actual situations, the paper analyses the needs and orientation, and suggest the direction of development for community social organizations, from the angle of government support, social development and the organizations themselves, that matches the development of urban management system, meets the needs of the social management pattern of"small government and big society", and collaborates and interacts with other community social organizations.
