Strengthening and innovation of social management is a strategy to the harmony and the long-term stability of our society. Harbin is a megacity with the largest area and second population in China’s capital cities which has an area of53100square kilometers,8districts and10counties, and788community autonomy organizations (CAOs) with about2600residents in a community on average. Since2012, according to the eighteen Party Congress report on the overall requirements of objectives, tasks and measures about the work of social management, Harbin municipal Party committee and City Hall have formulated the " Harbin ’strong foundation project’ implementation plan for strengthing and innovation of social management", determined the "12311" overall train of thought, and put forward taking the community autonomy as the focus and foundation of strengthening and innovation of social management, deeply integrating primary resources, striving to build an social management information system with the stengths of all-round, multi-level, wide field and high integration in3to5years, and establishing an social management system with distinctive city features and compatible with urban development. However, currently Harbin CAOs participating in social management innovation is still in the initial stage, and their function of "social cooperation, public participation" is not fully shown. Therefore, it is necessary from the perspective of theory and practice, to explore how the CAOs participate in social management innovation and better play their unique roles.This paper based on the social management innovation of Harbin, focused on the backbone-CAO, taken participating in social management innovation of the CAO as the breakthrough point, by means of experimental research, integrated using methods of field research, case analysis, comparative study, synthesis, etc., analyzes basic situations of Harbin CAOs, and status even problems of10CAOs in Nangang Rongshi community in participating in social management innovation, and then summarizes that currently CAOs participating in social management in Harbin is facing numerous dilemmas such as low degree in autonomy of CAOs, narrow fields and single way of participating in social management, little effect on social management, and incomplete laws and regulations for CAOs to particate in social management. On the basis of experiences of Shanghai, Hangzhou, Ningbo and foreign cities, starting from the specific conditions of Harbin, some strategies are proposed in this paper for CAOs to participate in social management innovation as follows:(1) Enhance working independence,(2) Broaden participating fields,(3) Improve innovation abilities,(4) Innovate participating patterns, and (5) Complete guarantee system. Establishing the path mechanism for Harbin CAOs to particate in social management innovation will further enrich the theoretical study of social management innovation of Harbin and take the role of boosting the level of Harbin CAOs particating in social management innovation.
