Practice And Exploration Of "Linkage Of Community,Social Organization And Social Workers" In Zengcheng District Licheng Area

Since 2013,Guangzhou started to create happy community,Zengcheng District,Licheng area as pilot area,independent purchase of social service,in the "three agency linkage mode of community + social + social organization" to carry out related work.According to the specific characteristics and needs of community,Licheng area provide services to launch community multi stakeholders to actively participate in the development of community residents team and community social organizations,community residents to play potential,improve the ability of community participation,the integration of community resources,promote the development of community participatory governance.This paper aims at the problem of "three agency linkage" can not effectively work together,,to carry out " the three agency linkage " in Zengcheng District Licheng area as an example of empirical research,From the perspective of how "three agency ",can cooperate better,to choose cooperative governance theory as the research theoretical basis,using literature analysis method method,case analysis and interviews,in-depth discussion and analysis system of related issues.Finally,this paper argues that in the future construction of urban communities,the "three agency linkage" should play a more effective role,we must optimize from the following aspects,including:1,we must clearly define the role and function of the parties in the "three agency ".2,we must base ourselves on the reality,formulate practical,clear and consistent cooperation goals,and effectively decompose and implement the objectives from the perspective of the main actors,so as to adjust the target deviation in time.3,we must balance the interests of all parties to meet the demand,forming a joint three party willingness to cooperate.4,we must build a unified,effective,smooth and pluralistic information communication platform on line and offline.5,we must clarify the responsibilities of governments at all levels in the " three agency linkage ",and give full play to the leading role of government departments in leading,promoting,coordinating interests and resolving contradictions.6,through the solidification of the system,gradually form a system of linkage mechanism,so that the format ion of a common rule of action among the various governance entities,making linkage orderly and standardized,effective and stable.
