With the rapid development of society and the continuous progress of service-oriented government, the morality of public servants is playing increasingly important role in government performance evaluation and competitiveness. Morality which has great influence on one's attitude toward work, on one's work style and work ability is the guider of one's spirit and behavior. That to say, the moral quality of civil servants has directly connected with the performance of government even with government image. Our Party has always attached importance on moral construction of civil servants:in the early days, the party proposed the requirements of serving the people wholeheartedly, being loyal to the party and the people and realizing the moral integrity. Under the new historical conditions, the proposed implementation of the "Three Represents" with emphasis on administrative sense that is the government service for the people and the innovative ideas has been proposed. However, in the process of establishing market economy of socialist, the civil servants are misguided by the "the principle of profit-driven" and "trading principles" of market, which make them work far away from those requirements. The increasing phenomenon of money worship, hedonism and individualism has seriously affected the image of the civil servants. During the process of administrative activities, some problems such as light sense of service, nonfeasance, less motivated in the work, lack of creditability, corruption, deliberately break the law were led by some grassroots civil servants light sense of moralityTherefore, we must attach great importance on moral evaluation of civil servant to form moral assessment system for avoiding favoritism, corruption and incorrect life style.As mentioned above, Based on the research made by experts and scholars, this paper attempts to build a moral evaluation index system for civil servants and put forward a number of proposals and principles for moral evaluation in the way of documentary research and questionnaires to collect moral evaluation index. This paper answers three questions at three levels:moral evaluation or not? Can moral be evaluated? How to evaluate? And the establishment of a set of moral evaluation index system has given the weight of each index. Based on that analysis, the paper explains how to use this practical evaluation index system.
