The performance management of civil servants is an important part of human resources management in the public sector,and whether the performance evaluation index system of civil servants directly affects the effectiveness of civil servant performance management.Since the 19th National Congress of the Communist Party of China,how to constantly change government functions,guide and standardize the behavior of civil servants has become an important research topic.With the transformation of government functions,it is necessary to further optimize the civil service performance evaluation index system.On the basis of expounding the related concepts and theoretical foundations,this paper selects district W of S city as the sample of study,analyzes the status,existing problems and the reasons of the performance evaluation index system of civil servants,On this basis,the competency model was introduced,and the performance appraisal index system of district W of S city was optimized by interview and questionnaire survey.The weight of each index was scientifically determined by Delphi method,and the optimized civil servant was proposed.In the application of performance appraisal indicators,we should also pay attention to the construction of relevant supporting measures:clear the subjects of assessment,comprehensively apply various assessment methods,pay attention to performance feedback and result use.In this way,we can truly improve the effectiveness of civil servant performance management.
