In recent years,the state has attached great importance to the building of a contingent of civil servants and has adopted various forms of training and education for civil servants.However,correspondingly,the evaluation of training effectiveness has been slow in pace,mainly in the aspects of the low level of attention of relevant departments,the contents and methods of assessment are imperfect,the evaluation results are not satisfied and the quality of assessment needs to be improved and so on.Based on this,the core content of this paper is adopting a scientific method to construct a set of evaluation index system of civil servant training effect,and using analytic hierarchy process to determine the weight of indexs at all levels.The concrete operation method of the index system in practice is also described.At the end of this article,it elaborates on the supporting measures that should be applied in using the evaluation index system,and gives concrete explanations from the system safeguard measures,organization safeguard measures and technical safeguard measures.The model of training evaluation constructed in this paper draws on the thinking of a foreign scholar Kirkpatrick that the effectiveness of training should be evaluated from the following four aspects: reaction layer,learning layer,behavior layer and result layer.The latest research results of psychology show that training motivation which as a regulatory variable has an important impact on training effectiveness.So for the first time,this paper adds training motivation to the training evaluation model,and forms a five-level evaluation model which includes motivation layer,reaction layer,learning layer,behavior layer and result layer,and adds specific indexs that reflect social effects in the second-index of the results layer.Eventually formes 5 first-level indexs,19 second-level indexs of civil servants training effectiveness evaluation index system.In addition,in the last part of technical support measures,this paper designed 5 independent evaluation questionnaires according to the constructed evaluation index system to facilitate the practical application of training effectiveness evaluation.
