Research On The Institutional Dilemma Of Citizen Participation Policy Formulation And Countermeasures In China

To meet the growing needs of the people for a better life,we need to improve the institutional guarantees for citizen participation in public policy making and ensure that the government's public policies will satisfied the needs of the people.This article analyzes the institutional dilemma of citizens participating in the formulation in public policy making incomplete disclosure of background information in government policy formulation institutional channels for citizen participation in policy formulation need to be further strengthened,the system for balancing the interests of all classes is not perfect,and the procedural system of citizen participation,incentive system is not perfect.The reasons are mainly due to the government's cognition and lag in the formulation of public policies,the existence of differences in policy knowledge between the government and citizens,the imperfect hard-binding mechanism for citizens to participate in public policy formulation,and the self-interested nature of the government.These factors have restricted the participation of citizens in the formulation of public policies.The countermeasures that need to be taken to perfect the system of citizen participation in policy formulation are as followed.Firstly,we should update the understanding of policy formulation with the concept of deliberative democracy;second,we must promote the openness of the government's formulation of public policy information;and third,improve and innovate the institutional channels of citizen participation in public policy making.And fourth,to enhance the policy gaming ability of citizens' interest.
