In the development of the public administration, democratic administration has been a deserted model. Under the traditional binary division of politics and administration, democracy has become the core values of politics. Administration, with the execution of the state will as the core, however, puts focus on efficiency. As a result, the democratic appeal to values has been overwhelmed by the goal for efficiency. However, with the emergence of the internal contradictions in the bureaucratic administration, democratic administration has again become the focus in the study of public administration. Within the framework of democratic administration, this paper, with the post—modern situation as the penetration point, puts forward some constructive suggestions on the development of the democratization of public administration on the basis of speech--democracy theories. The key argument of this paper is that the system of public administration does not reject the democratic ideas on values and that under the context of post—modernism, the reconstruction of the values system of democratic administration can come true only through equal, sincere, and open talks. To achieve the transition, this paper introduces the concept of energy field and reconstructs the speech system of the public administration.
