The administrative accountability system is a kind of self-regulatory mechanism adopted by government, which plays a significant role in controlling the nature of the government and promoting its administrative performance. Thus, there exists great realistic significance of establishing and implementing effective administrative accountability system in China, for its socialist democracy development and political culture improvement. As in China, the development of the administrative accountability system starts late; this has only been six years since 2003. Even though it has made some achievement, there still exist some problems during the process of adopting the administrative accountability system, which mainly include: information barrier, imperfect legal system, lack of administrative ethics and cultural environment, as well as limited accountability range and low operability. In this situation, this paper is aimed at the research on relevant aspects of the administrative accountability system, including the implementation in China, trying to develop feasible measures for improving the administrative accountability system. First, the paper discusses the basic concepts and relevant theories of the administrative accountability system through literature review. Second, the paper points out the problems occurred in the process of adopting administrative accountability system in China, and also analyses the causes. At last, according to the previous analysis, measures for improving the administrative accountability system are developed.
