Study Of The Administrative Accountability System Under The Responsibility Of Government Perspective

As the continuous evolvement and development of reform of public administration all over the world, it is an important direction and the main goal of the administrative reform to create a responsible government. In consequence, there comes into being several governing models which are internationalized, universal and effective.A government in democratic era must be a responsible government, and a government under the rule of law must bear the corresponding responsibility for its action. Therefore, truly to push the administrative accountability is the prevalent trend of the development of the public administration, and is the internal requirement for social development, improvement of democratic policy, building a country under the rule of law and responsible government. After SARS in 2003, a special study of administrative accountability has been developed rapidly in China. In recent years there have been many policies and regulations in China, and alarmed amount of officers, but there are different standards and diverse patterns, meanwhile it is only the start of the theoretical research of the administrative accountability. The United Kingdom is one of the representatives who push the democratic politics in the western world. It has a long tradition of the contribution of responsible government and administrative accountability, and the responsible cabinet system has always been an important study of the theory of responsible government. During the historical changes and constant melioration, there is an integrated legal protection and operating mechanism, and some major measures such as ombudsman system and government performance evaluation system have been imitated by many countries. This paper probes into a construction of administrative accountability system which is suitable for China's situation by the experience of the UK, based on the study of the contribution of responsible government and the historical evolvement of administrative accountability in UK, especially the practice of administrative accountability from the public administrative reform in the 1970s,. This paper is divided into four chapters. Chapter one is an introduction to the background, significance and the status of the research, meanwhile analyzes the theory of the responsible government and the administrative accountability. Chapter two is on the historical evolvement of the contribution of responsible government and administrative accountability in the United Kingdom, especially introduces the status quo of administrative accountability from the 1970s in UK. The third chapter is a reflection of experience with the British Enlightenment, by drawing on the successful experience of the United Kingdom, the administrative accountability system in our country the main problems are discussed. Chapter IV is to further improve our system of administrative accountability. The reality of the situation in our country to explore for the administrative accountability system.
