Research On The Administrative Accountability System Of China

The administrative accountability system of our country real began from the public health crisis called"SARS"in 2003, it has become the focus and a hot topic that society showed solicitude for. The government under the democracy and legal system must be a responsible government. At the present time, the administrative accountability system of china is faced with lots of problems in practice. So we should pay close attention to these and propose countermeasures and suggestions for make-up of our administrative accountability system accordingly. It is not only an inside request of the administration reform, but also having realistic meaning for growth of political civilization and maintenance of society stability.This paper is based on national conditions, and elucidates correlative theories and difficulties of the administrative accountability system in our country on the ground of research findings at home and abroad and total understanding of the system in china. Then we cite the Weng'an mass incident as a instance, and show the problems we can get from the incident. At the same time, we draw experiences lessons from the administrative accountability systems of Hong Kong and some other countries and explore the path to make our system more standard,reasonable and perfect, the last is the suggestion for China's political civilization construction and the administrative accountability construction.The content of this paper includes five parts without introduction and elucidate the issue from various angles. The first part explains the concept,factor,and function of administrative accountability, and makes a generally qualitative analysis. The second part describes the status,problem and development trend of the system of administrative accountability in china. The third part puts forward the problem of our system in practice from the typical example of Weng'an mass incident. The fourth part extracts a series of thoughts of our system by means of draw experiences lessons from the administrative accountability systems of Hong Kong and some other countries. The last one is the counter measures to perfect the system through the constructions of policy,institution and measures in detail.
