Administrative Accountability System Research's In The Current China's County Level Government

With the deepening of the process of democratization and legal system,power will be placed under wider scrutiny and supervision,and administrative accountability system will become the inevitable choice of the responsible government.In recent years,all levels of government have carried on some useful exploration and preliminary practice in administrative accountability and some results have been obtained.The county-level government administrative accountability system is an important part of the national administrative accountability system and it has far-reaching significance for the research and development of the accountability system.The county government is the most relevant directly,closely,and widely to public,it is related to the interests of the local people.The establishment and perfection of the county-level government administrative accountability system is benefit to the local people.The purpose of the establishment and perfection of the county-level government administrative accountability system is to regulate the power of county government and to ensure the responsibility of county government.The county-level government administrative accountability system which is effective form to strengthen the administrative supervision,is important to deepen the reform of the administrative system.Currently,it have lots of irregular and imperfect fact in the process of practice and it should not be just a "storm",but should be a normalized institutionalized administrative system.This article is divided into five parts,First,this article introduced the background and the theoretical and realistic significance of the county-level government administrative accountability system.It analysised the current situation of administrative accountability system at home and abroad and introduced the research methods,key points,difficulties and the main innovation.Second,on the base of collecting and analysising of the theoretical research results of administrative accountability system.The author found that since the initiation of accountability in 2003,a large number of scholars have analyzed the administrative accountability system in different angle,field and range.So far,plentiful achievements about administrative accountability system have gained.But,administrative accountability system in china still has many problems in reality.First,it fails to effectively guide the administrative accountability system in the process of practice.Second,it fails to be self-contained in the system and law.Third,this article expounded the connotation and characteristics and summarized the successful experience of administrative accountability system in western developed countries.So we can learn some experiences for county-level government administrative accountability system.For instance,we must cultivate the political culture of administrative accountability system and standard the personnel behavior of administrative staff and clear the sense of responsibility and complete the system of administrative accountability.We must security the administration accountability system is institution and standardization and promote the awakening of citizen consciousness participate in the administrative accountability system.We should complete the relief after accountability.Fourth,this article summarized some problems of the county-level government administrative accountability system in the process of practice.With the shot time of development and immature theory of county-level government administrative accountability system,many problems have arisen in the process of practice.For example,since the rise of administrative accountability system,our country has not yet promulgated a nationwide �Administrative Accountability Law�.So the position of administrative accountability system is slightly obviously awkwardly without the safeguard by law.The county-level government administrative accountability system is very hard to carry out,with the lack of legal system and matching facilities.Fifth,this article made some countermeasures and guidances to the problems in the practice of the country-level government administrative accountability system.First,we should accelerate the legalization process of the county-level government administrative accountability system to ensure that there is a law to abide by.Second,we should improve the administrative accountability mechanism and its supporting system of the county-level government administrative accountability system to ensure the implementation of the county-level government administrative accountability system.Third,we should reshape the
