Citizens'participation in political affairs, as a key measure for contemporary democracy, is both an essential way and a remarkable feature of democracy and modernization of politics. And participation of minorities in political affairs is in particular the indispensable part of a multi-ethnic country. With the development of economy and transition of social structure, participation of minorities in political affairs in Northwest China is expanding and progressing gradually. On one hand, minorities in Northwest China have been joining China's political affairs by means of supporting systems run by the government; on the other hand, however, non-systematic political participation of minorities in Northwest China is increasing, due to their limited systematic participation in China.The thesis is first making an intensive study on minorities'participation in political affairs in Northwest China, and assuming that the ways of minorities'participation in political affairs are limited to enjoying their political rights, rather than involving in policymaking. Hence, it is worthwhile to study and find ways to expand minorities'systematical participation in political affairs in Northwest China.Then the thesis is clarifying the concerned concepts, main forms and features, as well as the consequent social effects of non-systematic political participation of minorities in Northwest China. Besides, the thesis points out the negative effects of non-systematic participation in undermining the stability of districts of minorities, and states briefly the flaws in contemporary economy, system and cultures. An assumption is followed that imperfections of governments, cadres and citizens of minorities in Northwest China together delay an orderly participation and full awareness in political affairs.The thesis finally offers strategies involved in adjusting welfare distribution, perfecting democratic participation system, strengthening petition system, and establishing effective communication between the government and citizens, and urges that systematizing is the basic way to encourage non-systematic political participation of minorities in Northwest China.
