A Study On Reform Of Hainan Province's Administrative System

This thesis reviews the administrative system reform of Hainan Province since 1988, when Hainan Province was founded. The main points are focused on the history of Hainan's administrative system, the'small government, large society'system adopted by Hainan in the early years when the province was founded, and the system of cities and counties governed by the province.Some research both at home and abroad on administrative system reform is summarized, such as the theory of administrative organization, the theory and practice of western administrative reform, the current three main modes and its effects of administrative divisions in the current world, the decisive factors of administrative divisions, the theory and practice of cities and counties governed by the province, and so on.Some suggestions about the reform of Hainan Province's system of cities and counties governed by the province are put forward. First, the necessity and support factors of the administrative divisions adjustment of Hainan's cities and counties are analyzed, and the approaches to carry out the adjustment are given. Second, the suggestions about Hainan's trasfering power to cities and counties are derived, based on the description of the definition, classification and effects of administrative decentralization and the status of Hainan's administrative decentralization. Third, the problems about the management system of integration of departments and regions at different levels are discussed, and the methods to solve such problems are given. Finally, the drawbacks of administrative area economy are pointed out, and the corresponding advices to overcome these drawbacks are proposed, for instance, strengthening the provincial government's function of macro-control, and exerting the central cities'role.Furthermore, the thesis gives some measures to promote Hainan's administrative reform. The measures are as follows: restructuring government organizations according to the though of great department system, improving administrative efficiency, constructing public service-oriented government, and deepening township institution reform.
