The Present State Of And Suggestions To Cultivate Political-legal Cadres' Professional Ethics Quality In Chongqing

Governing the country by law and governing the country by virtue are closely related, constituting an organic unity. Unswervingly adhering to and developing socialism with Chinese characteristics under the new situation, we must firmly focus on two major subjects---promoting scientific development and facilitating social harmony, and gradually form socialist morality system which is based on socialist core value system and which is also compatible with the construction of socialist country ruled by law. As a national administrative organization of great importance as well as an important law-enforcement department, political-legal institutions are a nation's important units, which represent the party and the country to perform duties and contact directly with the Chinese people. In a sense, political-legal institutions are the bridge that combines the party and the government and the people together. Therefore, it is urgently necessary to improve all political-legal cadres'level of professional ethics quality under the guidance of the party and the government's principles and policies, which is not only the fundamental guarantee to propel the development of political-legal work, but also the key to build its good image of closing people, loving people and acting for people.This paper constructs the theory of political-legal personnel team's professional ethics. And on this basis, it combines the study methods such as literature analysis, questionnaire research and interviews together, to analyze the present state of political-legal personnel team's professional ethics quality in Chongqing. The results show: the importance of the political-legal personnel team's professional ethics quality wins the common recognition of the public. For recent years, Chongqing's political-legal work has obtained some achievements which help to win the public's relatively high approval. However, it is an indisputable fact that there exist a lot of problems in terms of political-legal personnel team's professional ethics. There are three aspects which lead to these problems: social environment outside the political-legal institutions, political-legal personnel team's system construction and the subjective elements of political-legal cadres themselves.This paper proposes three suggestions to cultivate political-legal cadres'professional ethics quality: launch the publicity and educational programs about professional ethics, attach importance to propaganda, theoretical study and educational training; deepen political-legal institutions'management system reform, improve and perfect three mechanisms---reasonable guarantee, power supervision and evaluation; speed up the cultivation of the professional ethics of political-legal institutions, propel the development of moral legislation, cultural cultivation and experience references.
