Establishment Of Cultivation-Function-Based Complaint Model In Township

With the continuous and rapid development of the society and economy, more and more contradiction has appeared which make"ignition point"of social instability lower. Township complaint is the first defense to maintain the social stability of the village, and the key to defuse the contradiction in village. Nowadays, township complaint faces more difficulties and more pressures: first, the incompetence of the township government to deal with township complaint. Especially after the institution reform, the power hands in, and the ability to deal with the complaint is reduced. Second, township complaint is in a state of chaos, and bothered visit, impudent visit and immediate-leadership-bypassed visit appear frequently. Third, more types of complaint problems, and the difficulty to deal with it become tough. Last, peasants are more willing to seek help from government instead of law when any contradiction occurred.As for this, to do well in township complaint work, we should tap more potential and ways to work on the present situation. We should integrate the village petition power and build new complaint model to direct the peasants to conduct legal, order and civilized complaint activities.Based on this, this present thesis used the methodology such as literature review, survey and interview, logics inference, spot inspect, and contrast study. Talking the village petition under the new village construction as the research object, through the theoretical and practical analysis, the thesis formulates a hypothesis that we should endow the township government with cultivation function. Although the village government has no rights to invite the new function of the complaint, the township government can push the method innovation of township complaint in the practice of managing the behaviors of complaining. So this thesis pay more attention to the discussion of the necessary, possibility, and advantage of the new moralize petition and the content of civilization, push power and the specific ways to civilize. The thesis structure a complaint model based on cultivation function and intends to give some reference and help to the complaint work in China.
