| In China,urban sub-district offices is located in the terminal,the offices are located in the terminal,and are also a bridge of the district government and the community residents, it plays an important role in the construction of grassroots regime management and community building.As the capital of the Xinjiang Uygur autonomous region, Urumqi city is developing rapidly in recent years, the demand of residents tends to be more diversified and complicated, sub-district offices’ function has not adapt to the high-speed development of Urumqi, so exposed many problems.Especially the "7·5" incident in 2009, the stability problem is the top issue in Urumqi city and even the whole Xinjiang, thus grass-roots management is more urgent and important in Urumqi than other provinces.In order to adapt to change and solve the problem, Urumqi city grass-roots management also learn to stability further.Sub-district offices of the functional transformation is an important part of urban grassroots government reform, the transition of the function would not be achieved overnight, but need a long-term exploration.In this paper, by using literature analysis, comparative analysis and interviews and other research methods,firstly illustrates the related concepts and theories of the street agency, combing the streets of Urumqi office functions present situation and existing problems, and by using ISM interpretation structure model to analysis these problems, then discuss the direction of transformation under the new situation of Urumqi street agency functions, finally puts forward the three thoughts of the functional change of street agency, under the legal norms of adherence to accrual, social governance and communal autonomy combined, the overall plan of the overall configuration promoting comprehensive service ability, and then at a higher level from the government, the streets themselves and with the community three aspects to adjust and change its countermeasures and Suggestions. |
