The Study On Self-government By Villagers In The Process Of Developing The New Socialist Countryside

China is a big developing agriculture country, issues concerning agriculture, countryside and farmers are playing the key role in the national economy and the social development. Through several decades' fulfillment, our country gradually introduces a set of the Chinese rural policies, which promote the development of rural politics, economy and culture. Practice proved that where the local rural policy was carried out in good, where the local economy developed quickly, the rural society became stable and farmer must benefit a lot. Any a policy can carry out effectively must need a good environment.In our country, Villagers Self-government Organization build up a bridge or a tie, which mainly bridge the gap between the national political power and the rural village society to transmit an order from the national policy and report the feelings of the common people to the country. It is an important content of the socialism democracy system. It is the most grass-roots and the most extensive democracy practice activity in China. Also it is a main form to realize farmer's democratic rights as their own masters. From the beginning of 1980's to now, self-government by villagers had played an important role in promoting the rural political environment and the economic development.China has a large population, the circumstance is complicated, and self-government by villagers still exist some difficulties in fulfillment. Regarding the present growing vigorously new countryside developments as the background, under the foundation of understanding or mastering the relevant self-government by villagers material, taking to increase its policy executive capacity as the target, by investigating the sample village, through adopting the method of linking theory with practice, this thesis will study the rural grass-roots organization developments' problems, its running state, the reason, etc. And it will investigate the good mode of the self-government by villagers.This thesis divided into the four parts, the main contents are as follows:Part one is an introduction, which demonstrated the thesis's topic-choose value and the domestic and international study on the self-government by villagers; Part two mainly discussed the concept and developments of self-government by villagers. Firstly, it analyzed the definition of self-government by villagers, and then it reviewed the origin of self-government by villagers and its continuously development progress, which emphasized to investigate the self-government by villagers' current situation. It stated the self-government by villagers' meaning for developing a new socialist countryside;Part three mainly discussed the condition of the sample village's self-government by villagers before and after developing the socialist new countryside. On the basis of investigating the sample village, it found that self-government by villagers faced some problems in the fulfillment, such as tough road to realize village directly-elected, obscure power boundary between the village committee and the village party branch, formalistic open management of village affairs and democracy management, weak democracy supervision consciousness, weak relationship between the village committee and the villager trusts, etc. This part analyzed those problems' reasons and discussed the running practical results in the sample village's self-government by villagers when developing the new socialist countryside;Part four mainly discussed the outlook of self-government by villagers in the period of developing the new socialist countryside. It can realize those plans by followings: System developments and innovation guarantee self-government by villagers to proceed; to develop the rural economy, to strengthen the villagers self-government cohesive force; to clarify and define the power scope between the village committee and the village party branch legal power and to moderate their relationship; to improve the farmer's quality for developing the ideal self-government organization; to keep the social economic order in norm; to construct the good social political environment; to guarantee the normal propulsion of the rural grass-roots democratization.
