Researchs On The Functions Of Proposals By Cppcc In Government Decision-Making

The 17th National Congress of the CPC proposed to"incorporate political consultation into decision-making procedure". Comrade Hu Jintao has emphasized for many times"to keep reinforcing the orderly civil participation", and clearly specified the position and function of negotiation democracy and civil participation in promoting scientificity, and democratization of government decision making in our country. As the most wide, direct and effective way of fulfilling political consultation, democratic supervision and political participation and discussion functions, Proposals by CPPCC is an important measure to promote the development of consultative democracy as well as an important approach for civil participation, thus playing a more and more significant role in government public decision-making. The problems reflected by Proposals by CPPCC represent the wide public's actual interest and need, thus Proposals by CPPCC offers important intellectual support to the party and government's decision making, and improve the scientificity and democracy of government's public decision-making effectively.Taking the work principle of Proposals by CPPCC in Xuhui District, Shanghai City as an example, this paper summarizes the accomplishments achieved by Proposals by CPPCC, analyzes the reasons of influencing the function of proposal, and explores the ways and approaches to reinforce the functions of Proposals by CPPCC in government decision-making from public management perspective, expecting to further improve the level of political participation and discussion of CPPCC I and promote the development of democratic government construction.This paper consists of six chapters. Chapter 1 is the introduction part which introduces the research background, domestic and foreign research status, research content and research methods as well. Chapter 2 gives a dissertation to the relevant theoretical foundations of this research, including civil participation theory, consultative democracy theory, as well as the internal logical relation between the aforesaid two and CPPCC. Chapter 3 outlines the development process of Proposals by CPPCC, introduces the unique advantages of proposal work in CPPCC's work as well as the concrete ways for exerting the functions of proposal work in government decision-making. Chapter 4 givens an in-depth analysis on the main problems influencing the function exertion of Proposals by CPPCC in government decision making, including some of the CPPCC commissioners'poor sense of responsibility, low quality of proposals, unconsummated operation mechanism and so on. Chapter 5 takes the proposal work of Committee of the CPPCC in Xuhui District, Shanghai City as an example to conduct further analysis, while some key cases are selected and analyzed in order to find the approaches and ways for improving the proposal work of CPPCC. Chapter 6 offers some suggestions to address the current problems, including enhancing the CPPCC commissioners'enthusiasm, increasing the quality of proposal, improve and consummate the proposal operation mechanism and so on.
