CPPCC proposal is an important way to realize scientization, democratization of leadership of the CCP. All democrate parties and non-communist Parties will strive for the expression of interest and political claim for the communities whom they represented through the participating in the administration and discussion of the state affairs via CPPCC and change the initiative & non institutionalized people participation of the administration and discussion of the state affairs into systematical and institutionlized public consultation. CPPCC Proposal have a important function and significance in promoting scientization, democratization level & impartiality of government decision making,strengthening and improving the CCP and government work,modifying the working style of the CCP and government and overcome the bureaucratism.After having investigated the work of CPPCC Guangdong Committee in recent years, they have improved significantly the proposal quality, implementation quality and service level and further strenghtened the proposal institutionalization and standardization through continual impoving and innovative the work proposal. However, at the same time we also noticed there are some proplems of the CPPCC proposals in exerting it’s effects such as the contradiction between higher proposal registration rate, higher response rate and lower implementation rate, lower satification rate, which have influenced enthusiasm of the members of CPPCC to participating in the administration and discussion of the state affairs and perform their function and decrease the actual effects of CPPCC exerting it’s function of deliberative democracy and government decision-making.This paper stated the status of CPPCC and its advantages in bringing deliberative democracy into play as well as positive roles of CPPCC proposals in government decision-making by making clear some basic concepts such as democracy, CPPCC, proposals and government decision-making. In combination with working conditions of recent proposals and typical cases producing concrete results in Guangdong Committee of the CPPCC, influences and functions of CPPCC proposals on decision-making of the Guangdong Provincial Government were analyzed. By further investigation of proposals from Guangdong Committee of the CPPCC, including various problems such as writing, examination and approval, proposals, supervision and execution of proposals, causes were analyzed by subjective and objective factors and solutions and countermeasures were proposed. From perspectives of self-quality of committee members, service levels of CPPCC proposals, execution potency of proposals and consideration of organizers etc., comments and suggestions were put forward so that CPPCC proposals could produce more scientific and democratic government decision-making, enhance effectiveness of proposals of Guangdong Committee of the CPPCC and promote the construction of China’s democratization process.
