Research On The Present Condition And Countermeasure Of Cppcc Proposal In The Role Of Government Decision-making

CPPCC proposal as the most immediate, valid method to perform political consultation, democratic supervision, participation function most widely of CPPCC, is an important carrier to up function most widely of CPPCC, is an important carrier to uphold and improve the system of multiparty cooperation and political consultation under the leadership of the Communist Party of China(CPC), is an important channel to help CPC and state organs to realize democratization, scientific of decision-making layer, also is an important way to realize citizen’s Orderly Political participation.CPPCC proposals reflect the problem which represent actual interests and needs of the broad masses of the people, provides important intellectual support for the decision of the CPC and government improved the government public decision-making more scientific and democratic effectively.The report of the Eighteenth National Congress of the CPC put forward the theories of " Improve the socialist system of the deliberative democracy " which is the long-term practice and experience of CPC and the theoretical innovation and system innovation of socialist democratic politics. At the same time, the report put forward the "proposal for negotiation" as an important aspect of improving China’s socialist democratic consultation system that provides an important guarantee for the scientific development of proposal work.This paper takes the work of CPPCC proposals handling of Xiangtan city for example, summarize the effectiveness of the work of CPPCC proposals, analysis of the problems of CPPCC proposals handling and the reasons of influencing the function of proposal, seek the methods and ways of promote the development of deliberative democracy extensively of the multi-layer system, to improve the CPPCC proposals to play a role in the decision-making, strengthening proposals for handling the negotiation and construction efforts, and strive to further improve the people’s Political Consultative Conference participation level and promote the construction of democratic politics in China from the perspective of public management.The full text is divided into five parts. The first part is introduction, introduces background of the research, present research situation at home and abroad, clarifies the research content and method. The second part introduces the related theories foundation of this research, including the connotation and mechanism of CPPCC proposal and government decision-making, relationship between them, theory basis that CPPCC proposals influence for government decision-making, such as the theory of deliberative democracy and citizen participation and so on. Describes the unique advantages of the CPPCC proposal work of the CPPCC and the Specific ways to play a role in government decision- making. The third part takes CPPCC of Xiangtan city proposals for case analysis, explore the paths and methods for perfecting the CPPCC proposals for the work. This paper deeply analyzes the main problems which affecting the CPPCC proposal to play a role in government decision making, including some members of the CPPCC do not have a strong sense of duty, the quality of proposal is not high, operation mechanism is not perfect enough and so on, and analyzed and studied the individual proposals for CPPCC of Xiangtan city in recent years. The fourth part put forward some suggestions to the existing problems, specifically including: improve the enthusiasm of the members of the CPPCC, improve the quality of proposals, enhance and better e operational mechanism of proposal, strengthen the negotiation of proposal.
