This study is mainly to focus on a special group of children in our country------ orphans and abandoned children, who were in official literature as "handicapped orphans". Over the years, the primary raising pattern for the handicapped orphans is the "residential care" model. However, with the deepening of China's reform and opening, the institutional care, represented by the "residential care" model, faces the impacts------not only the tremendous economic pressures, but also some advanced concepts in children's welfare. The civil affairs departments from all levels and the people who are engaged in children's welfare are exploring the raising patterns in order to let the handicapped orphans have a healthy mental and physical development. With the close attention to the Family-based Care Model and compared with the international practice and trend of raising patterns for the handicapped orphans, this study is trying to propose the theoretical basis in several aspects------ the limitations of traditional raising patterns, the scientific evidence of Family-based Care and the reasons for making it as the inevitable choice for raising the handicapped orphans. Giving Shanghai Children's Home as an example, this study explores the current situation and the achievements of the reform and development of our country's Family-based Care Model for the handicapped orphans which shows in three types------ foster care, adoption and institutional care in a family way. It analyses their restrictions and reveals the factors in choosing these different types of Family-based Care Model from the needs of handicapped orphans. It also gives us the development directions of our country's Family-based Care Model for the handicapped orphans.
