The Input-output Evaluation Of G City's Orphans And Disabled Children Family Foster Care Project

With the reformation and improvement of Social Welfare System in our country,the social assistance of orphans and disabled children has been paid high attention by the state and the community.Providing basic living assistance and single service supply for orphans and disabled children,that can not meet their physical and mental health development needs.Thus,developing humanitarian assistance to meet the multi-level needs of children has become an important trend in the development of children's welfare in China.Family foster care project is to entrust the orphans and disabled children care services to the social family,giving full play to social forces to participate in social assistance.Its original intention is to save government costs,improve the quality of the orphans and disabled children care service.However,the orphans and disabled children family foster care project is a public-private cooperation which comes from Western countries.For our country this is still a new attempt.In the course of practice,whether it could achieve its fundamental purpose to providing high quality and efficiency rescue services for orphans and disabled children still needs to conduct a comprehensive scientific assessment to its input and output.Therefore,It is necessary to establish the input and output evaluation system of the orphans and disabled children care project,and carry out multi-angle and multi-level assessment and analysis to ensure the efficiency and quality of the orphans and disabled children care project.Build the corresponding assessment structure model is the key point to have a comprehensive and scientific input-output assessment and analysis of the orphans and disabled children care project.This study first summarizes the relevant literatures and theories of family foster care,input-output analysis and so on,and takes the"government function" and "child's standard" as the value orientation from the government,the welfare institution,the society,the children,the family The paper puts forward the input and output analysis structure model from the three vertical dimensions of the two dimensions,the life education,the children's education and the rehabilitation treatment.Based on the existing policies and regulations and the status quo of the family foster care for orphans and disabled children,Index system construction.Then,through in-depth interviews of G city children's Welfare Institute and field observation research,analysis of the government and the welfare of the economy and management costs,and pay attention to social materialcontributions,investment evaluation of family foster care.Then,the child centered on the lives of children in foster care,rehabilitation services,from education,quantity,quality,effectiveness and efficiency of output analysis.Finally,according to the input-output evaluation results reflect G family of orphans and disabled children in foster care programs deficiencies,and proposes improvement measures.In this study,the welfare of children and their families in G City foster base as the research object,process and results of the family foster care for orphans and disabled children's attention.By means of literature review,participant observation and in-depth interview,the staff of welfare homes,foster parents and foster children were investigated and analyzed.Aimed at a comprehensive scientific and comprehensive evaluation of the project,to help clear the government responsibility and function,ensure that the government and the welfare of children in foster care and work efficiency,service quality,promote physical and mental health and personality development of children.
