This article selects the Datong city, which is one of the first realization of the foster care program after the founding of new China. Through the depth interview to the orphans and disability children in family foster care to understand welfare supply situation, and compared with the welfare supply in the model of institutional support, we can get the advantage of the model of family foster care:developing good habits, forming independent personality, integrating into society more successfully. In China family foster care starts late, so it has big development space, absorbing the foreign experience and lesson actively, perfecting the system construction as well as strengthen the introduction of social work professionals.The research object of the thesis is orphans and disability children in the model of family foster care in our country, it have certain reference value for the central and local governments to develop a more targeted security policy. It also calls for the society to pay more attention to the living conditions of the disabled children, strives for more social forces, promotes the living standards of orphans and disability children, improves the health care and education system eventually, ultimately achieve the goal of orphans and disability children integrate into society smoothly.
