How Does Development Manifest? A Study On Foster Care Model Of Disabled Orphans

With the development of economy and society,rescue models of disabled orphans are springing up.The foster Point X of Enfant Orphanage N is one of the place where foster care carried out in China.Under the developmental perspective,this study focus on the foster care in Foster Point X of Enfant Orphanage N.The research is prepared to answer three questions:First,how does foster care been carried out in the Foster Point X?What is its goal?Who are responsible for it?What kinds of measures it take?What extend it has been accessed to?Second,Using developmental perspective to evaluate,what effects have it been achieved?What are the disadvantages of it?Third,what is the developmental foster care?How can the foster care in X realize its developmental goal?Taking developmentalism as analytical framework,the study is aimed to evaluate the effect of the foster care in Foster Point X of Enfant Orphanage N and offer some tips for it in the end.This study carrys out a qualitative research through using empirical materials collected by interviews(11)and observation.The empirical material was gathered from a social work programme targeting to strengthen the resistance of disabled orphans in Foster Point X of Enfant Orphanage N.The 3 months programme called The Resilient Angle.The study found that in X,the foster care was children-centered.Many sectors played a role in it.Every role offers different types of service.While meeting the physiological needs of disabled orphans,the foster care in X also meets their development needs to some extent.Analyzing foster care system in X thorough the developmental perspective,it can be found that the disabled orphans obtained the potential of social integration.In the model,every power has a clear division of labor and responsibility.As a social programme,the foster care itself is cost-effective.Meanwhile,the foster care in X has it shortcomings.The foster care is neoliberal.On the part of assistance power,the function of social work has not been put into effect fully,the participation of social forces is weak.The quality of foster care in X is not high as the ideal-types developmental foster care.The coverage of foster care cannot meet the needs of children's growth comprehensively too.This study sets up a developmental foster care model and offers some tips to Foster Point X of Enfant Orphanage N.Guided by the developmental perspective,the foster care in foster point X can strengthen the power of social work and social forces.In addition,it can improve its rescue quality and expand its rescue level.
