The ability to generate, spread and expand knowledge, as well the ability of technological innovation has become a very important driving force to economical development and social evolution. As an important organizational method to improve the ability of technological innovation, IAR cooperation has become an important filed for many public policy intervention by the government.This article studies the exertion of local government function in IAR cooperation based on national innovation system theory, the triple helix theory of IAR and the management function of national science and research. By analyzing and researching of the current status of IAR cooperation in our country, analyzing the advantageous status of government in IAR cooperation, and the case study of the IAR cooperation in the city of Changzhou, as well as comparing the government functions exertion and its achievements in IAR cooperation in developed countries, the author concludes that there are still problems in IAR cooperation in our country, such as lack of collaboration mechanism, routing dependence, lack of reasonable distribution mechanism and relevant legislation, etc. It is proposed that now the local government still need to improve its functions of guiding, serving, etc in IAR cooperation. By creating good innovation environment, enhancing the intermediary and systematic service, establishing achievement evaluating system, we can keep improving the IAR mechanism, expanding the IAR idea of working, and creating new ways of working under IAR, so that IAR can make an impact on the implementation of the strategy of the strategy of relying on science and education to rejuvenate the nation, as well as on the construction of an innovative nation.
