With the steady development of society and economy, the supply and demand situation in labor resources of our country is transiting gradually from buyer’s market to seller’s market, especially in the manufacturing industry, the oversupply situation in labor resources since long before has ceased to exist. More and more enterprises seek to establish a stable channel of human resources supply through the cooperation with colleges and universities, and on this basis to promote the transformation and upgrading of enterprises by taking advantage of science and technology research resource of colleges and universities. On the other hand, Colleges and universities hope to improve the quality of practice teaching and the employability of students, and expand employment channels with the aid of enterprises. In this context, the cooperation between schools and enterprises is rapidly heating up all over the country, and the local governments at all levels attach great importance to the school-enterprise cooperation as one of the important contents of government management, when they aware of the huge role of it in promoting the all-round development of the local economy and society.This research takes Wujiang District of Suzhou City as an example, and focus on exploring the functions and roles of the local governments at district level in school-enterprise cooperation, then puts forward some suggestions about how to accurate position their roles and efficiently perform their functions based on the perspective of local governments, which could be an useful reference for other similar areas.In this research, the author summarized the theoretical basis and influencing factors about government participation in school-enterprise cooperation by the domestic and foreign literature and personal experience. Considering the "labor shortage" phenomenon is the direct cause that makes school-enterprise cooperation transiting form policy driven to interest driven, and the adjustment of national human resources and industrial structure is the fundamental reason, the public product theory, new public management theory, collaborative innovation theory and system theory constitute the theoretical basis of government participation in school-enterprise cooperation. After this, carried out empirical research on the school-enterprise cooperation situation in Wujiang by the way of investigation questionnaire. further demonstrated the important roles and typical problems of local government in school-enterprise cooperation, mainly reflected in the unclear position, lack of overall planning and backwardness of supervision mechanism, etc. Then it summarized the successful experiences of foreign countries, emphasized the role and function of local government. At the end of this paper, based on the above research conclusion, accurately positioned the government functions in school-enterprise cooperation, put forward in strengthening the service function should also take into account management function, so that both schools and enterprises can cooperation under the policy, information, resource and regulatory framework provided by the government, thus achieve the full potential of school-enterprise cooperation in promoting the upgrading of industrial structure and regional economic development.
