The research object in this paper is the problem about local government function transition. Firstly, through analyze the connection between the rules of WTO and government, we would find that the require of WTO, to a certain degree, just is the require of market economics. That is to say, the government will face the challenge of WTO. Watch it formally, the restrict the central government of the member of WTO, but in fact, the policies, orders and external promises is going to be decompounded to local government to carry it out. As the organizer, coordinator of local economy and society, the local government will bear main pressure of joining WTO.Since the rules of WTO is the request of market economics, in order to provide support to how to do with the relation with market and society, the second part of this paper will introduce and analyse nation and overseas scholars research, such as: economic liberalism , theory of Public Choice, reengineering government.In the third part, it introduce and analyse the concept, essence and function of government, review the fact of local government reform and analyse these innovations.In the fourth part it expatiate five problem base on the rules of WTO: l.the function is not clear; 2.government butt in corporation; 3. the question of omnipotent government; 4.the question of district protect. 5.re form local government itself.In the fifth part, it dissertate the direction of local government function reform: 1. decrease controlling of macroscopic economic and management. 2. make the market environment to protect fair competition.3.organize social public producing. 4.bread social medium organization; 5. reform local government itself.
