Exploration Of Public Administration Modes In Process Of Harmonious Society Building-Participatory Govermance

With the forward of continuous process of building harmonious society , the public's demand for government administration is growing, from the demand for public goods and services to the progressive development of public policy, it brings a degree of government management difficulties,how to deal with the contradiction between supply system, to transform public participation into positive forces of social , is directly related to the construction of socialist harmonious society, and if these potential forces have not been effective coordination and integration ,it may not be able to play its great political performance. Therefore, we must set "good governance" as the goal, to explore a rational, orderly, coordinated way of social governance. Governance is a way or process or method of public affairs in government,public, social institutions and other organizations co-management. Participatory governance is a kind of way to participate in public decision-making or public affairs by public and social organizations, to protect the public interest in achieve . As a new model of governance, participatory governance although need to have a certain social condition,need to clear the main stakeholders involved in governance, need to continuously develop cooperation in the main, self-will, but because of participatory governance with openness, mutual , responsibility, equality, inclusiveness and other features, a multi-party cooperation in the main an important mode of governance and internal assurance, making a specific decision-making and implementation of public affairs can effectively prevent the government's preference of decision-making benefits arising imbalance, reduce the executive control of the legislature for the lack of the social contradictions, making the operation of the administration to truly reflect the public interest for the pursuit of citizens, to ensure maximum benefits of participating subjects. Constitute the system, and participatory governance to establish the corresponding information system, decision-making system, control system and feedback system can improve the governance body of information collection, processing and distribution capacity, and enhance the sharing of information resources; can improve the governance of the main decision-making capacity make more rational decisions; can give full play to the overall coordination, mobilize the role of the main system of governance in the best running; can continue to adapt to new situations and changes, so that the main body involved in the governance of the perfect time to adjust to the decision-making . Because of this, participatory governance has been widely applied to public management.This paper discusses the basic elements of participatory governance, characteristics and composition of the system, through the analysis pointed out that in the times of diverse interests , the participatory governance can effectively promote the development of democratic politics, to promote political structure and optimized to meet the interests of the principal demands of society, to promote a harmonious society relationship between government and society shape ,conducting the practice of public management in China.With the increasingly "non-governmentality" problems,to solve problems on the construction of social harmonious society has great practical significance. But to give full play to the role of participatory governance, decision-making must be cooperation, participation and division of labor, multiple channels, programs and other support mechanisms for gradual, from the technical aspects of public administration to realize the return from the State to the community and the people, ensure "good governance" can be realized.
