Study Of The Construction Of The Government's Integrity

Credibility is one of the most important Chinese traditional moral nor ms, and also the most ancient virtue of the Chinese nation. As the state's administrative organ,it should uphold the integrity of the process of exercis ing the executive power, performing administrative functions and manageme nt of the public affairs of society to take the public trust . With the const ruction of a harmonious socialist society and speeding up of the moderniza tion ,the government's integrity has become the focus of a widespread cone ern .The government's integrity is therefore important to theoretical and pra ctical significance.This paper explores the government's integrity in three a spects,theoretical analysis of the government's integrity, analysis of the cur rent status of lack of government's integrity, and building of the governm ent's integrity . We hope that this paper will have some positive impact o n building of the current government's integrity.The government's integrity is that departments of the government and their staff should abide the principles and norms of good faith in public af fairs which constitutes a moral system.Scholars have conducted an in-depthstudy of the government's integrity. At present the government's integrity i s of great practical significance : Credibility is a chief inherent requirementof civilized socialist democracy and the rule of law .It's the most importa nt prerequisite in establishing and improving the socialist market economic system. It's the inevitable demand of the thought of Three Represents.It's the internal drive to implement the scientific concept of development and t o build a socialist harmonious society .It's also the urgent need to respondto globalization and multi-polarization.Yet there are disharmonious factors when conducting public affairs . L ack of credibility and administrative corruption of the government has serio usly damaged the government's image and status in the hearts of the peopl e. The government is not conducive in maintaining legitimacy and is not c onducive in realizing the fundamental interests of the broadest masses of p eople. To deal with lack of the government's integrity, we should look forthe deep-seated reasons for it. The inherent flaws of traditional culture is the the social and cultural background of the lack of credibility . After thefounding of the country ideological and political errors in practice has ag gravated it. The lack of a system in speeding-up transition is its institutio nal roots. Construction of the government's integrity is a comprehensive systemat ic project, which needs clear objectives and scientific principles. At the sa me time, it's also complex to build up, resulting in difficulty in restoring i t if there was former loss of credibility . At present, to strengthen the gov ernment's integrity, the most important is moral reconstruction to strengthenthe publicity and education work in the government and its civil servants.Second, we must strengthen the system, deepen reform of the administrati ve system, improve the legal system and improve the system of supervisio n. Finally, we should step up the building of mechanisms, establish the day -to-day management mechanisms, social and moral evaluation mechanism a nd the government's credit evaluation mechanism and disciplinary mechanis ms. In addition, we should actively learn from the successful experience ofWestern countries and speed up the establishment of the integrity system that suits the actual conditions of China.
