Study On The Special Safeguard System Related To Textile From China Under The WTO Law System

With　the　invalidation　of　the　Agreement　on　Textile　and　Clothing,　trade　on　textile　and　clothing　has　been　brought　into　the　GATT　system　entirely　and　achieved　trade　liberalization　fundamentally.　As　the　largest　exporting　country　in　the　world,　it　is　absolutely　that　China　would　benefit　from　the　facts　of　abolishment　of　quota　and　textile　trade　liberalization.　At　the　same　time,　our　textile　exporting　has　to　face　a　variety　of　severe　troubles,　one　of　which　is　the　Special　Safeguard　Measures.　The　special　safeguard　measures　will　have　a　profound　side　effect　on　our　exporting　of　textile,　and　then　influence　the　development　of　our　economy.　So　how　to　face　the　challenge　of　the　special　safeguard　measures　and　find　out　a　strategy　has　been　a　question　which　needs　settling　at　once.　　　Focusing　on　the　above　purpose,　this　article　tries　to　find　out　a　way　to　solving　the　questions　brought　by　the　special　safeguard　measures,　on　the　base　of　analyzing　the　special　safeguard　regulations　under　the　WTO　law　system　which　is　related　to　textile　from　China　and　combining　the　domestic　legislations　on　special　safeguard　measures　for　textile　importing　from　China　in　primary　textile　importing　countries,　such　as　Japan,　USA　and　EU.　The　article　can　be　divided　into　four　chapters.　The　first　chapter　introduces　the　two　special　safeguard　terms　under　the　WTO　law　system　which　is　on　the　textile　from　China.　The　second　chapter　analyzes　both　the　two　special　safeguard　terms　in　detail,　including　the　contents,　the　characteristics,　as　well　as　the　differences　between　them.　The　third　chapter　mainly　introduces　the　domestic　regulations　on　special　safeguard　for　textile　from　China　in　the　primary　textile　importing　countries.　And　the　last　chapter　advances　several　suggestions　on　how　to　solve　the　problems　brought　by　the　initiation　of　the　special　safeguard　measures　so　as　to　benefit　the　practice　on　textile　trade　in　China.
