Research On Transformation Of S&T Achievements For On-The-Spot

With reformation opening-up, science and technology (S&T) of our nation is developing rapidly. Particularly since our entering WTO, the trend of global economy has required that our nation do their best to develop science and technology and transform S&T achievements into realist productivity (RP). Or, we would be defeated. Only this, can we shorten the distance with developed countries in the world.However, the problem to transform S&T achievements into realist productivity (RP) is still far from being solved in China. Many of the S&T achievements could not be put into practice. That is, on one hand, there are many S&T achievements that cannot be used practically in research institutions such as some stored papers, programs and samples that are stored yearly. On the other hand there are few S&T achievements that be suitable with their operational level in enterprises. Why all these come into being? Many scholars at home and sea have studied this phenomenon and gained a lot of theories such as the theory of technical innovation and the theory of technical diffusion. So far, the internal scholars have mainly been researching the S&T mechanism of our nation. This paper selected the present conditions of petroleum pipe line enterprises (PPLE) as the research target. Combinating the research activities with the enterprise on-the-spot operational system, the author studied the problem to transform S&T achievements into RP.This thesis took the both methods of theories research and application design and described the article in 6 parts. At first, in chapter 1, this paper introduced the background, purpose, function and the main subjects. In chapter 2, this paper summarized the concept of enterprise's operational organization and the transformation of S&T achievements and declared the present research conditions. After that, in chapter 3, this paper summarized the theories of system and methods. Under the direction of systems analysis method thesis, this paper designed the method on transforming S&T achievements into RP. And on the basis, this paper declared the method how to promote the system of S&T achievements into RP. In the chapter 4, this paper introduced the theory of self-organization Evolvement at length and with this theory analyzed the self-organization Evolvement Mechanism to Transform S&T achievements into RP. Above all, in chapter 5,through extensively and deeply investigations on PPLE, with the case of Kuerle-wulumuqi-luoyang PPL instruction, this paper proved the methods and measure how to transform S&T achievements into RP in more effect.At the same time, the methods and measures in this paper may not only be applied to PPLE, but also have certain guidance and reference for other companies groups.
