On The Causes And Countermeasures Of "Three-nong" Problems

The problems of agriculture, countryside and peasantry, called "three-nong" problems, are relate to the overall situation of the reform, opening and modernization construction of our country, so they can't be ignored and loosened at any time. In the past few years, "three-nong" problems have become the concerned hot issue of the whole society increasingly. Now, the Party and government pay much attention to the problems that demand prompt solution. The 16th National Congress of CPC placed the problems in important position of national economic and social development, and it is emphasized that solving "three-nong" problems was the most important thing of the whole Party affairs at the Central Economic Working Conference.The 16th National Congress of CPC proposes the well-off society of comprehensive construction for the first time. To realize and finish this goal, the task of top priority should be set about solving "three-nong" problems rapidly. We should promote the development and prosperity of the rural economy, and raise peasants' income steadily. And to solve "three-nong" problems, we should fist analyze the current situation of "three-nong", study and probe into the causes of the problems. Then, countermeasure of the problems can be proposed. Thus, we will advance the construction of the well-off society.This paper tries to put "three-nong" problems in the overall situation of national economy, and to consider and seeking the settlement of "three-nong" problems outside "nong". And to widen the vision, it tries to seek beneficial experience and enlightenment from the settlement of "three-nong" problems of foreign countries through comparing horizontally.This paper is made up of four parts altogether:The first part: Analyze the current situation of "three-nong" problems. The austerity of "three-nong" problems represent not only the fact that agriculture remains weak industries, peasant remains weak groups and countryside remains weak tendency, but also widening differentials between town and country, such as the disparity of urban and rural residents family per capita income, per capita level of consumption too big, and the unequal chance of employment, education and public products. "Three-nong"problems have already become the obstacle of the well-off society of comprehensive construction, and the well-off construction in countryside is the pivot and difficulty of the well-off society of comprehensive construction.The second part: Analyze the reason why "three-nong" problems come into being. The emergence of "three-nong" problems, has important social historical reasons, including the special historical reason of the early days of foundation, the own restriction of "three-nong" and the influence of the accession to the WTO, but the origin of "three-nong" problems is the dualistic systems including household register, employment, management, public product supply, financing, property tax, local administration, the rights to vote, and social decision.The third part: Analyze the settlement of "three-nong" problems abroad and its enlightenment to China. Through the analysis to the social background and policy of the new village movement in S. Korea, it is concluded that the supply of the rural public products in our country must be strengthened. Through the analysis to the urbanization of American and Brazilian, it is concluded that we must make the leading industry outstanding, the characteristic obvious in the city, take the road to the large, small and middle cities and small towns coordinated development, and we should prevent the excessive urbanization, as well as prevent the excessive suburb.The fourth part: Propose the countermeasure of "three-nong" problems of our country. On the basis of the first three chapters, integrating urban and rural areas is proposed to solve "three-nong" problems.
