"9.11" event is one of the most shocking incidents happened at the beginning of 21st century. This event caused great impact upon Americans' view of security, domestic politics, military affairs, diplomacy and social mentality. Those impacts are shown as followings: the myth of American security is ended; security and freedom , human rights are in a dilemma; power of state is leaning towards the president; NMD is being accelerated; anti-terrorism has become the "principal axis" of American's diplomacy; Americans have reached consistency on anti-terrorism while paying more attentions on foreign affairs and defense affairs.The happening of " 9.11 " event is really a significant crisis to Bush administration. During this crisis , Bush administration started up its mechanism of crisis management timely. State department, CIA, FBI, FEMA and other agencies of crisis management cooperated with each other promptly, as a result, Those agencies got a good investigation of situation of the crisis and controlled the situation of crisis well in a short time. Which showed maturity of American's mechanism of crisis management.The maturity of American's mechanism of crisis management not only rests on several key departments it sets up .The more important matter is that it has developed a sort of systematic working plan and program of action. Which includes two branches. One is Federal Response Plan, The other is Inter-agency Domestic Concept Of Operation Plan aiming to deal with special crisis. These two plans were started up quickly after "9.11" event happened. These two plans also played a big role in the process of dealing with the crisis.American's new ideology of anti-terrorism-"Bush doctrine"- emergedafter "9.11" event happened. The most important point of "Bush doctrine" is that The US will adopt strategy of preemption to fight against terrorism. Particularly, "Bush doctrine" advocates that The US should promote freedom and democracy around the whole globe in order to root out origins of terrorism radically. One of the theory origins of "Bush doctrine" is neoconservatism that is popular in The US now.Neoconservatism advocates "theory of natural rights" and canonizes values of democracy , social system in the west, neoconservatives claims that the west must promote democracy vigorously for the purpose of perduring security while ignoring the restrictions from international organizations and international law.On Feb 14~th 2003, The US publicized its strategy of anti-terrorism—《National Strategy for Combating Terrorism》 .This strategy can besummed up as strategy of 4-D. including: Defeat , deny, diminish, defend.The US launched Afghanistan war and Iraq war for the reason of anti-terrorism and realized the goal of "regime change". However, Iraq war met with extensive opposition from the international community. Even in The US, Iraq war is also in dispute .At the same time, A trend of thought of "neo-imperialism" emerges in The US. advocating The US to be a "new empire" and to exercise policy of "neo-imperialism" abroad in order to ensure its security. Policy of "neo-imperialism" includes following ideas: vindicating unipolar world ; rebuilding "failed states"; canonizing diplomacy of unilateralism .However, fancy of "new empire" is a paradox to The US. The US actually does not possess adequate strength needed to be a "new empire". Even if The US could become a "new empire", It probably finds itself in a more insecure situation.
