Research On The Emergency Management Mechanism Of Urban Public Crisis Event

With the reform and opening-up,the development of globalization and information,a number of modern cities have emerged in our country.However,along with the urbanization,many urban public crisis events occur frequently,which not only causes a huge loss of the affected city itself,endangering people's safety,but also causes a significant impact on the surrounding region.Therefore,finding solutions to solve the crisis,so as to guarantee the safety of people,promote the city's development,has become the main goal of emergency management in our country.This paper takes the emergency management mechanism of urban public crisis event as the research object,using literature research method and theoretical analysis method to comb the related discussion about crisis management in domestic and foreign.It clarifies the concepts of public crisis,city public crisis,emergency management and emergency management mechanism,and explains the theories of western crisis management theory and governance theory.Then,the paper from the angle of social transition,analyses the influences that globalization,marketization and information technicalization to the emergency management mechanism of urban public crisis event.In addition,the paper from the legal system,organization system,information management system and participate subject to construct a general framework of the urban public crisis event emergency management mechanism.On this basis,through the method of comparative analysis,this paper analyses the experience of the New York,Tokyo,Beijing and Nanning,and summarizes the construction characterististics,advantages and disadvantages.Then,the paper takes the “8·12” explosion accident in Tianjin Binhai New Area as a case,analyses the existing problems.Finally,according to the above analysis results,the paper put forward some construction paths to improve the emergency management mechanism of urban public crisis event of our country.
