With the end of the Cold War, the world situation has took place stupendous changes, the non-traditional security which replaced the traditional security became the core of the state security, and the crisis management ability became one of the necessary administrative ability for a government. Since the 1990s, especially after we enter the new century, many crisis events (such as SARS, Bird flu, mine/gas explosions) had happened frequently, the behavior that the Chinese government did in the process of the emergence and the management of these events revealed some systematical problems, the Chinese government must think over and resolve these problems.America is one of the most advanced countries to manage the crisis events in the world, and it's also a good example in the theory and practice of crisis management for other countries. The thesis aims to let the Chinese government and people know the America crisis management system conectly by the introduction of crisis management theory, the introduction of America crisis management system, and the case analysis of the "9.11". And conclusions are draw out expecting to be useful for Chinese government to reform and improve the crisis management system.Chapter One starts with the introduction of the objectives of the study, the current research situation from home and abroad, the thesis' framework and the research scope.Chapter Two tries to introduce and discuss the basic crisis management theory, which includes the basics to crisis, crisis management, the model of crisis management and the organizational behaviors (such as government, NGO, media) in crisis management.Chapter Three tries to introduce the whole crisis management system of the American government systematically by the analysis of the historical development of the related laws and the organizations, the network and operation mechanism to deal with the crisis events.Chapter Four is a case analysis. By introduction and analysis of the event of "9.11" which is a classical case for crisis management, the chapter tries to summarize the pros and cons of the behaviors that America government did in the crisis event. Especially the serious problems that revealed from this case should be thought deeplyabout.Based on the above, Chapter Five carry on success or failure valuation to the America crisis management mechanism. The point is to analyze the problems and deficiency, and then put forward some improvement suggestions on this foundation.
